OPS1370: Remove OPS1370 Message

® II has an "audit trail" message of every WTO issued with the OPSWTO TSO command processor and the ADDRESS WTO REXX environment. Unfortunately, these audit trail messages appear in the SYSLOG, and in OPSLOG, and make it difficult to see what the original WTO message was trying to convey. Additionally, the audit information they contain (route and descriptor codes) is already available in OPSLOG and SYSLOG.
OPS1370 - This rule will eliminate most occurences of the OPS1370 message by changing its message suffix (the last charachter of the MSGID) from H to O. This enables AOF rules to "fire" on that OPS msgid ('H' msgid's along with other letters (except O and J), are exempt from firing rules to minimize the possibility of recursion).
